Could you not cobble together a very simple crystal radio set, run the output through a Schmidt trigger and feed a counter with off the air audio? Can't imagine anything more random, except the exotic receivers NSA uses to pick up random noise from space. Here in Florida the central I-4 corridor is the Lightning capitol of the world, with enough atmospheric static and noise to make even NSA happy.
