Nono, you perhaps can specify timing, but you can\'t specify the parameters of the transistor models etc.
If you can not specify that, how can you specify timing? which at the end of the day determine your timing constraints and voltage endurance - or the other way round, the transistor\'s dimensions are modified so that given the model parameters, the timing requirements are met. But those transistor parameters are determined... guess how... no need to guess, I know, by some very fancy and expensive software As most other things the \"voltage endurance\" is specified and no attempt to even start making the chips has been made yet.
