Can you please eloborate a bit more detailed, what your circuit does, what battery you have, how the battery checker is intended to work, how the battery charger shall work? For instance, why do you use 7414 Schmitt trigger, which shows rather high threshold voltage tolerances? Also, what currents are drawn by the application, etc...
