As far as I understand the LPC9xx bootloader, it receives a byte and then echoes it; so it would "hear" it again, echo it again etc.etc. -> won't work.
However, as the bootloader is published, it should be possible to modify it to ignore the "feedback" from the echoed byte. But for a new device, some way for initial programming would be required -> ICP seems to be inevitable.
