No, that's not the reason for the need of additional caps. Even the small input stray capacitance at XTAL1 pin would allow it to resonate. The two caps, which are called burden caps by the way, are needed to achieve proper phase shift for the pierce oscillator and to keep the signal at XTAL1 input in the correct range.
