Since this is a one-off, how about going HD44780 for the LDCs which would take 14 pins (12 shared, 2 Vcc)(assuming you can share LCDs) plus 12 for the rotaries (4 shared, 8 Vcc). With a AT89S51 from DigiKey in 0.1" for $2.35 which supposedly has "32 Programmable I/O Lines", would I not almost be there?
