This is not true!

If the connection between the 2 controllers is asynchronous, the baud rates would need to be the same - but that does not require the processors' clocks to be the same.

If the connection between the 2 controllers is sychronous, there will be a clock signal as part of the interface - again, this does not require the processors' clocks to be the same.
