It looks as though you lack, perhaps, some of the necessary information about how to drive the stepper.

where you'll find answers to nearly every problem with steppers.

It doesn't help with selecting a processor or figuring out whether to use this compiler, or that, or which assembler to use, but it certainly will "straighten you out" with respect to stepper motor control.
