It can be done. The most demanding task for the CPU is the color encoding, as rickard has already covered in detail.

For NTSC colour encoding, (as PAL is a somewhat trickier :) a SiLabs 8051 running at 50/100 MHz with the correct crystal frequency may do it, in addition to the horizontal and vertical timing. But alas, as was the case in the SX, there would be no CPU time available for other tasks while it executes the colour encoding routine.

Also, as the colour encoding routine would normally be applied to around 80% of one screen frame, this doesn't leave the CPU with much time to do any other 'advanced' processing, thus making the possibility of doing anything more than recalculation of 'sprites' and other 'game data' a challenging one.
