While I agree that one should be able to do what one wants, it's not at all clear what your goal is, in this case.

When you say "Connect 2 micro controller," what, exactly, do you mean? Do you simply want them to communicate with one another?

Your query suggests that you also want to connect yet another item, namely that HP encoder. Is that correct? If so, how do you want that to be connected? How do you want to interconnect the two controllers? Would a serial link work? What do you hope to achieve? Do both of them need to be attached to the encoder? Why?
