You want something that measures down to 0.001ohm! And you want the circuit AND source code! Do you think you will be able to make such a device? The resistance of the test leads are around 0.15 ohms!
Even at a wishing well you are expected to give an offering in exchange for your wish. What are you offering for your wish? I suggest you do some research on the techniques of resistance measurement to get a better idea and also try to find commercial equipment that fits your requirement. Make Google your friend.
