Read above line, looks like you have very high impedence..... to talk.

I can't help you with C, but as regards Phi-2 this is just clock pulse input as in any digital chip.

Just raise this input for the period at least as miminum as in the data sheet of MT8880 and lower it back after the minimum required time, and that's it.

Mind you this is no continuous clock from and oscillator. When the data is set or when the action is ready to be taken then you give one clock pulse at phi-2.
