1) your code reset it (error, you do not kno5) 2) whetever is connected hold the pin low 3) a short 4) a bum chip 5) something nonstandard (check the datasheet) Keep the processor reset if the pin is low with reset active, only 2), 3) and 4) apply, P3 reset to all ones.
