Exactly! What a soft ferrite bead adds is ohmic losses, which increase at high frequencies. If you have a look at the impedance versus frequency plot you can hardly speak of true inductance at the high frequencies. It's a mix of a bit inductance and lots of ohmic losses.

At higher currents the impedance decreases due to saturation effects of the permeability of soft ferrite material.
