You can pull up the rows or the columns, as it's quite arbitrary. However, the inputs are the ones that must be pulled up. If you drive the rows, the you must pull up the columns, and if you drive the columns, then you must pull up the rows. In fact, which you call the rows and which you call the columns is quite arbitrary. After all, if you rotate the keypad, the rows become columns, don't they?
