The ULN2803 (and for that matter, Toshiba's TD62803) is the same chip than the 2003, only with one more transistor. So, the function of pin 10 on 2803 is the same as pin 9 on 2003 - it's the common connection of the integrated freewheeling diodes. You should connect it to the positive supply voltage of the motors/coils driven by the ULN.
