I wouldn't expect you to buy surplus stuff, because you're not a student or hobbiest. I actually posted the "surplus post" before the issue of shipping costs came up. And, this is not a commercial product, it's a student project. I don't see anything wrong with surplus for student/hobby projects. There's lots of nifty stuff to be had dirt cheap. When it comes to a commercial product then surplus would be out.
