Sequence:

1. apply serial data to SIN clocked with CLK signal

2. after 8 cycles, apply STROBE signal
(STROBE = 1, STROBE = 0)

3. check output enable pin (I think it should be tied to VCC).

The timings are not critical, you can use serial mode 0 to transmit data at 1 MHz clock rate. (total transmission time is 8 us + strobe). Then the serial shifting is done in hardware, you just check the TX status flag and when set, apply the STROBE signal to 4094B shift register.
