Please check the chip number. Although the AT89C5131 can run at 5V some specimens do not provide a correct VREF when run at 5V.

So I suggest powering your chip at 3.3V and see if it enumerates OK. I presume that the wiring to the USB connector is OK and pulls D- up to VREF.

Having enumerated the chip, you will need to install the correct USB driver when you get the New Hardware message.
