So could you just use BIN2HEX (or equivalent) to turn it into a Hex file, with a suitable offset to locate it into the upper 64K, then merge this with the Code hex file (lower 64K), and just load the combined Hex file...?

I thought the SiLabs could map (some of) the Flash into XDATA?
