This is rather unusual, although shall work OK. Can you please try 0x50?

Also, how did you check that the baudrate is 2400 - using an oscilloscope?

Also, what happens if you use Timer1 as the baudrate generator?

And what happens if you try Timer2 in timer mode (e.g. toggling pins in interrupt), is it running at the correct speed?
