You actually have many choices. So far CMX and Keil have been suggested,

CMX is an RTOS company, that is their bread and butter. You need to talk to JR at CMX to get more information but the products are sounds as well as the company.

American Raisonance has a small RTOS as well. Our supports semephores and has a built in perpetual calendar and depending on configuration runs 500 to 800 bytes.

Keil has a Tiny RTOS that is about 800 byes and supports very basic RTOS concepts. However, it doesn't support semaphores or priorities.
