If you try to send a message it is very likely that your transceiver can not do it at the brownout voltage. NOTE: the power on message comes at exti from brownout (i.e. the voltage is higher that Vbout (whatever the name) while the brownout interrupt comes a a voltage lower than Vbout.

Also (I do not KNOW this for your chip) but do you not have to select a somewhat slower clock than the max to operate at the brownout voltage - most chips I know can only run full speed at full power.
