I had similar needs - have a look @ the Cygnal range (http:www.Cygnal.com).
They have some new parts coming out this month with 64K flash & IAP ('in application programming').
Program via the JTAG (easily done)...good development kit too.
I looked @ the Philips but settled on the Cygnal because of the speed advantage & the on-chip debugger (not the full blown facilities of an ICE..but satisfactory & a lot cheaper)
