The record format is fine.
But fxload counts in CR to check the record length.
And your record should be delimited just by LF.
The original Intel spec doesn't define any delimiter for records.
It's a bug of fxload.

a) Convert the HEX file to DOS style (CR/LF)

OR

b) Apply this patch to the source file of fxload
"fxload to restictive with address range"
