With no details of either your software or your hardware, we can only guess; but some possible guesses are:

  • The input signal is actually fluctuating. If you're just measuring it with a meter, that will be showing an average - it cannot respond to rapid fluctuations.
    You need to check it with an oscilloscope.

  • Your analogue input circuitry is noisy, and is causing the fluctuatioins.
    Again, you need to check with an oscilloscope at the ADC's inupt pin

  • Your I2C is faulty, and is corrupting readings.

  • Some other fault in your software is corrupting (or misinterpreting) the readings.

  • etc, etc,...

    Possibly a combination...
