try icl7660 for the -ve supply or if regulation is not a major issue "imitate" it with good old 555. In fact most of the low curent charge pump converters can be imitated. for the higher +ve voltage again using 555 you can make a voltage doubler/ tripler. If 10v can do then use a max232 for the dual pumps built in.
