Is it possible that you enabled a watchdog timer and then have something stuck in your program such that the UART starts one initial character but then the watchdog times out and resets your program to go off and start over again and again and again?

Seven Hertz is on the order of a period of 143 milliseconds and I have seem some watchdogs that timeout in this span of time.
