I suspect there are pins other than the 2 you mention that are connected to the modem. Can you confirm that none of those pins have voltages on them when you put the modem to 'sleep' via the PWREN line? This looks, to me, like a classic case of the other lines backdriving and keeping the modem powered in an undefined state; when the PWREN tells it to sleep. Regards |
