As i understand You have:
- micro
- buffer 573 (must be CMOS - HC series) consumption is microamps vs. milliampers of LS573
- SRAM - where /CS is connected? must be conttrolled, not tied to GND . If chip is disabled consumption is microamps , else - many milliamps.
- ADC0804 - typically (datasheet) consumption is 2..4 milliamps.

So - if You run some internal loop in Your micro( for example - toggling some free port pin), these 3 additionally chips must
cinsume < 5mA.
Give attention to ADC :
- how clock is generated and stoped?
Note that 7805 consumes too - check datasheet.

Much easy is to
- power all circuits from one regulator.
- put all ports to "1" and
disconnect GND pin (even trough NPN transistor) of external ICs,
then go into IDLE mode.
