Please Check your flash magic settings,

comport

oscillator frequency

Do all this match with your board?

Also check if you have connected /PSEN to GND, before powering the mcu.
(check MCU GND & PC GND are same or different)

If all above is +ve, then try to lower baudrate,
It happens sometimes that an IC donot get programmed at 57600 baud, but gets programmed at 9600 or 19200 baud
