... presence of any reasonable SYNC in any channel. That's what the '51 is supposed to detect - e.g. pulses of around 1ms long, with repetition rate between 50-100Hz, on VSYNC. The channel where they appear is to be switched to the common output. You need to develop some strategy - either a priority ("if CH1 is on, it is always switched to output"), or first-win, or last-win - whatever you find appropriate for your application.

I would be careful not to load them too much, though. Some amplification might be appropriate - a simple transistor buffer, or a cheap opamp or comparator, would most probably do.
