Philips had an application note of connecting an AT-keyboard to an 8051 to convert the codes to I2C. The keyboard part of the code will be of interest to you. Search for the application notes on philips semiconductor application notes. If you really can't find it, ask me, I will take the time than to look it up in my own files and mail it to you.
