We have had situations where an operator have had an error in their network. They have refused to accept our point-out of which cell-id that has the problem, and requested that we tell exactly what the phone display says - or that we give the phone model so they can tell us what keyboard commands to enter.

And in other situations, they have refused to even consider thinking about a problem in the network unless we have bought from them a phone complete with a SIM card - even if we have a document where their technical division have explicitly accepted the module as compatible...

In short: Mobile operators are useless to contact, unless you have managed to get the access information to their real technical staff.
