Datasheet of UDN2981 tells, that up to 200µA flows into the input at 2.4V input voltage. A standard 8052 may be too weak to source this current. So, yes the pull-ups are still needed.

Not so for the BDX54C scheme. The BDX54C already contains a pull-up to safely turn-off the BDX54C. And when turning-on the BDX54C the 8052 can sink the needed current.
