The free M$ tools are available for download, most probably from Microsofts MSDN site.

If the tools are not there, then the reason should be that Microsoft has either consider it to be too large for distribution (not really likely here) or that the tool/kit is not free and require you to have one of the MSDN subscriptions.

Have you checked the actual state for the WDK? In this case, I would think that MS have a link to the ISO somewhere.
