...when taking into consideration, that a LDR is very slow acting. Also, a LDR can be "blinded" needing a huge time to recover afterwards.
I agree with others here, that a LDR is not a good choice for counting revolutions. A photodiode or phototransistor should be used. Everything driven by the same +5V supply would heavily simplify the circuit and also the mysterious "7V" is no longer an issue then. There's many useful information in the web.
