I think the problem is with my programmer, it is not able to program BLOCK1 with provided hex code.

OK, try this:
- erase chip
- program P89V51RD2_BL_V05.hex into BLOCK1, program-only, no erase
- verify, if bootloader is there - are you familiar with this? There are detailed instructions in sticky posts in the FlashMagic forum
