I don't know much about what goes where in .c or .h files, so I can't help you there. One aspect of your work did impress me, however. That was your orderly de-composition of 2-wire command sequences into nicely re-usable I2C primitives. Mine is no expert opinion, yet I just like to see such orderly abstraction in C code.
