Anything else is (or should be) a DTE.

So, if you're connecting 2 pieces of equipment together, and neither of them is a modem, they should both be DTEs - and a Null-Modem cable should be required.

RxD is an output from a DCE (modem); it is the data that the DCE (modem) has received, and is forwarding to the DTE - therefore, RxD is an input to a DTE.

Conversely, TxD is an input to a DCE (modem); it is the data that the DCE (modem) will transmit, after receiving from the DTE - therefore, TxD is an output from a DTE.

The easiest way to think of this is that "RxD" and "TxD" are the names of the circuits (Or connections) between the DTE and DCE - not as the names of the pins at the connectors:
