Sorry re C9 I looked one line too low in the data sheet (T2OE). By the way why 3HZ?, I did once upon a time use the AC power (60 Hz in the US) through an inverter as a timer input supposedly the power companies make sure they average exactly the stated frequency for the purpose of synchronous clocks.
