Yes, making an ICE is bit of a tall order for a novice - how will you know if you've made your ICE properly if you don't yet know how the real processor is supposed to work!?

You'd definitely be better to start with a software simulator which runs on a PC (or other host platform). That way you also don't have to worry about whether you hardware is correct!
