Note that the voltage span supported indirectly indicates the "quality" of the manufacturing plant.

People with newer plants supporting finer feature sizes normally sells 3V3-only chips that draws very little current. Production of 5V-supporting chips needs to either integrate voltage regulator support, or design the chip in a feature size that can handle 5V without too high electric field strength.
