please can you give us the complete requirements specification ?

In my experience a non existend or bad specification can easy decrease the software developing time by 10 times (1000%).

But a good specification was worth to spend 10% of the whole time on it.
In some special cases (highest reliability) its also possible that you need up to 50% of the time for specification and the other 50% for developing.
