Turn the chip off and back on again. Go back into the loader and send a K command (Klear). Turn the power off and back on again and try and reload your program. If the lockbits are set, the chip won't let you do anything in the loader. It only checks the LBs when it's started up. I've also found that power glitches can cause lockbit setting.
