On using the DS80C320 its possible, that the code memory was to slow.
E.g. on using at 33MHz you need an EPROM with maximal 45ns access time and a fast address latch (e.g. 74AC573).

So you can try to run your test program with a 4MHz crystal. Then no speed problems should occur.
