He still hasn't confirmed whether he's asking why a chip blew up or how to blow up a chip!

If his object is the latter, then you should say, "a well-designed PCB with a glitching power supply" - since that would be achieving the desired end!

So come on Arun, tell us what the question really means so that we can answer it!
