Heres what is says in my manual;

Syntax NOT ({expr})

Function bit-wise compliment; returns 16-bits one's complement of {expr}. If {expr} is less than 16 bit's, it is padded with leaduing zeros prior to complementing.

Use NOT(0) or NOT(0FFFFH)
