I used TIs TUSB 3200 in external mode with 32k SRAM and a up to 512k Flash.
To avoid an emu I designed a development board with programmable memory layout.
For development I used von Neumann wired Ram and the Keil Mon51 for debugging.

This saved me a lot of time.
