The datasheet for the chip will only be made available to you after signing an NDA and you will probably have to show some evidence that you intend to use them (read: buy in large quantity) before you get even that far...
The application data for the card (i.e. the file- and datastructure) can be obtained from the card issuer. Usually also under NDA and usually not for free.

No, you don't.

The ISO7816 documents plus the data structure of the specific application plus the cryptographic algorithms used will enable you to emulate any smartcard or memorycard IC on an 8051. The problems here are that the 8051 does not have the security measures that a real smartcard controller has and that it doesn't have any special cryptographic processing capabilities, which most modern smartcard controllers do have. So it will be less secure and possibly slower, but for an emulator that shouldn't be a problem.

Try your local, friendly Infineon representative. Like I said, you will have to sign an NDA and they might give you a hard time about it, but such is life. These are, after all, secure devices and security should be implemented across the whole chain.
